Any RFP in Pipeline, Active, or Submitted status counts toward your limit. RFPs marked as Awarded, Lost, or No Bid do not count — so your limit only reflects opportunities you're actively pursuing.
Yes. Upgrades take effect immediately and you're billed the prorated difference. Downgrades take effect at the end of your current billing period. If you downgrade from Pro to Starter and have more than 1 active RFP, you'll need to archive or close some before the downgrade takes effect.
