For WOSB & WBE Contractors

Your Certifications
Are an Advantage.
Use Them.

WOSB, EDWOSB, WBE, and DBE certifications aren't just credentials — they're a legally mandated competitive edge in federal, state, and local contracting. RFP Command helps you track the opportunities where your certifications give you the best shot, and keep your compliance documentation ready when it counts.

WOSB
Women-Owned Small Business

Federal set-aside program for WOSBs in eligible NAICS industries where women are underrepresented. Managed through SAM.gov.

EDWOSB
Economically Disadvantaged WOSB

Enhanced designation for WOSBs meeting personal net worth thresholds. Eligible for a broader set of set-aside and sole-source contracts.

WBE
Women Business Enterprise

State-level certification opening access to WBE-preferred state and local procurement. Requirements vary by state certification body.

DBE
Disadvantaged Business Enterprise

State DOT certification required for federally-assisted transportation projects. One of the most active state-level set-aside programs.

What Makes WOSB & WBE Contracting
Harder Than It Should Be

📋
WOSB and EDWOSB programs are complex to navigate

The difference between WOSB and Economically Disadvantaged WOSB matters significantly — EDWOSB qualifies for a broader set of contracts. Most contractors don't track this distinction in their pipeline.

🏛️
WBE and DBE certifications are state-by-state

Your federal WOSB certification doesn't automatically transfer to state WBE programs. Each state has its own certification body, thresholds, and application process — and the contracts are often far less competitive.

Certification renewal deadlines get missed

WOSB self-certification status, SAM.gov registration, and state WBE certifications all expire. A lapsed certification on the day of submission is an automatic disqualification.

📊
You don't know your win rate by program type

Are you winning more as WOSB or as SB? More in Federal or State? Without analytics, every bid cycle feels like starting from scratch instead of building on institutional knowledge.

Built for Women-Owned
Contractor Reality

RFP Command tracks your certifications, flags the opportunities where they give you the strongest advantage, and keeps your compliance documentation organized across federal, state, and local bids.

🏷️
WOSB & EDWOSB Tracking

Log your certification type on every opportunity. RFP Command flags WOSB-eligible solicitations and lets you filter your pipeline by set-aside designation.

📅
Certification Deadline Alerts

Track your SAM.gov expiration, WOSB self-certification status, and state WBE renewal dates alongside your bid deadlines — all in one system.

🏛️
Federal + State + Local

Most WOSB contractors focus exclusively on federal set-asides. State WBE and DBE programs are often less competitive and just as valuable — RFP Command tracks all three levels.

WOSB vs. EDWOSB:
The Difference Matters

Both WOSB and EDWOSB qualify for federal set-aside contracts, but EDWOSB-certified firms are eligible for a larger universe of solicitations — including industries where women are not considered underrepresented for WOSB purposes.

"Most women-owned contractors only track one certification type. The ones who win consistently know exactly which designation applies to each solicitation — and they have documentation ready for both."

RFP Command lets you log both WOSB and EDWOSB eligibility per opportunity, cross-referenced against your certification status. When a solicitation is EDWOSB-eligible and you qualify, it's flagged accordingly.

To qualify as a WOSB or EDWOSB, your firm must meet all of the following:
51% owned and controlled by women who are U.S. citizens
Day-to-day management and long-term strategy directed by a woman
Small business under SBA size standards for the applicable NAICS code
EDWOSB: personal net worth below $750,000 (excluding principal residence and business ownership)
EDWOSB: adjusted gross income below $350,000 averaged over three years
SAM.gov registration active with WOSB/EDWOSB designation verified
Third-party certification (optional but increasingly preferred by contracting officers)

Federal, State & Local
Programs Worth Tracking

Your WOSB certification opens federal doors. State WBE and local DBE programs open even more — and they're often far less competitive because most tools only track federal opportunities.

Federal
WOSB Set-Aside

Women-owned small businesses can compete for contracts set aside specifically for WOSB firms in industries where women are underrepresented.

Federal
EDWOSB Set-Aside

Economically Disadvantaged Women-Owned Small Businesses qualify for a broader set of set-aside contracts with additional personal net worth thresholds.

State
WBE Certification

Women Business Enterprise certification at the state level opens doors to state-funded contracts and grants preferences on public works and procurement.

State
DBE Program

Disadvantaged Business Enterprise certification through state DOTs qualifies certified firms for goals-based participation on federally-assisted highway, transit, and aviation projects.

Local
Local SBE / WBE

Counties, cities, and transit authorities often run their own small and women-owned business programs with local procurement preference policies.

Federal
8(m) / WOSB Program

Section 8(m) of the Small Business Act established the WOSB Federal Contract Program. Contracting officers use this authority to set aside or sole-source to WOSB and EDWOSB firms.

Is this you?

A WOSB Cert and a WBE Cert —
in Two Different Systems?

Your federal WOSB certification lives in SAM.gov. Your state WBE certification lives with your state's certifying agency. Your DBE is through the DOT. Three certifications, three renewal timelines, three places to check before every bid. RFP Command lets you log all of your certifications against a single pipeline — so you always know which designation applies, whether it's current, and which opportunities it gives you an edge on.
